The program works to attract Foreign Direct Investment (FDI) to Irving, as well as to support FDI from Irving to international markets. The EB-5 program was established in 2012 to attract foreign direct investment to Irving. This federal government program provides a low-cost finance option that can be used to complement the funding and development of corporate as well as private and public infrastructure projects in a specified community.

In essence, the program is an employment-based visa program that allows foreign investors the opportunity of residence in the U.S. when they invest at least $1 million ($0.5 million in targeted employment areas) in selected projects that meet development and employment creation criteria. Given the projects, the program provides an ideal strategy for a community to enhance its development and derive positive economic impact.
